Overview:
The Quality Assurance Division (QAD) at Oak Ridge National Laboratory (ORNL) is seeking qualified applicants for the position of Quality Representative (QR) to provide support for the Neutron Scattering Division at Spallation Neutron Source (SNS). The SNS produces neutrons with an accelerator-based system that delivers short (microsecond) proton pulses to a steel target filled with liquid mercury through a process called spallation. Those neutrons are then directed toward state-of-the-art instruments that provide a variety of capabilities to researchers across a broad range of disciplines, such as physics, chemistry, biology, and materials science.
The QR reports to the QAD Division, Accelerator and Reactor Group Lead, deployed to the Neutron Sciences Directorate while providing support to their assigned science & technology organization.
Major Duties/Responsibilities:
-Identify and understand customer needs, effectively communicate and integrate quality principles into the unique aspects of the research and development (R&D).
-Influence the prioritization and development of quality initiatives by maintaining a comprehensive understanding of the assigned organization's mission, vision, goals, key processes, and work elements.
-Serve as an objective representative of the Quality Assurance Division (QAD) within the assigned organization, verifying alignment with ORNL, DOE, project, and program quality objectives.
-Facilitate the integration of quality principles and methodologies, as described within the Quality Assurance Program (QAP) program description, into work planning and control processes to verify consistency with contractual quality requirements, such as DOE Order 414.1D, 10 CFR 830 Subpart A, or other applicable governing standards, requirements, or regulations.
-Apply a graded approach as appropriate in the development of project plans, checklists, procedures, and guidance documents to support effective deployment of management systems and performance assurance measures.
-Communicate effectively with all necessary levels of management on quality-related matters, to verify transparency and alignment with ORNL, DOE, project, and program expectations.
-Serve as the technical or quality expert by providing guidance, responding to targeted questions from management, and supporting customer needs.
-Provide quality planning, reviews, and assistance across various tasks, including the review and approval of project documents, procurements, and work processes to verify compliance.
-Provide input to pre-procurement planning for quality-significant requisitions to verify supplier compliance with quality requirements.
-Establish and maintain professional relationships with peers and stakeholders to facilitate collaboration, share feedback, and exchange lessons learned.
-Conduct quality assessments of work, including document reviews, to verify adherence to specifications and compliance with requirements.
-Serve as software quality assurance (SQA) point of contact (POC) within the assigned line organization to assist management, software owners, and software acquisition development teams in the following:
-Interpretation and application of SQA Program requirements per the Software Quality Assurance and Other Software Requirements subject area.
-Dissemination of SQA-related information from SQA Program subject matter experts (SMEs).
-Implementation of SQA Program requirements, including annual SQA self-assessment.
-Serve as POC for suspect/counterfeit items (S/CI) within the assigned line organization, as applicable. Assist management in identifying, reporting, and resolving S/CI issues, verifying compliance with relevant requirements.
-Support and facilitate nonconformance reports, receipt inspections, and deviation requests.
-Maintain necessary training and roles as identified and approved by QAD.
-Performs supplier evaluations.
-Reviews procurement orders, requisitions, product specifications, design specifications, and other documents for incorporation of appropriate quality controls utilizing the Laboratory’s Quality Significant Review process.
-Provides staff with guidance concerning post-procurement receipt of items, equipment, and services.
-Assists in the development of effective corrective actions to ensure that problems and issues are initially addressed and prevented in the future using the ORNL Assessments and Commitments Tracking System.
-Assists in the management determination of need for development of technical guidelines, procedures, and related work controlling documents.
-Identifies and/or solves problems, assessing needs to achieve desired business results.
-Works with the Directorate Quality Systems Strategist to establish quality program priorities and needs.

Basic Qualifications:
-A BS degree in science, engineering, health and safety, or a related field.
-A minimum of eight years of quality and/or research experience.
-Position may require some level of travel.
-The incumbent will be required to obtain and maintain certifications and qualifications as required in areas such as root cause analysis, auditor/lead auditor, and critique facilitator.
-This position requires the ability to obtain and maintain a clearance from DOE. As such, this position is a Workplace Substance Abuse Program (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an on-going random drug testing program.
Preferred Qualifications:
-Knowledge and previous experience in leading quality assurance efforts in support of technical activities in an operations and R&D setting to meet quality standards in a graded fashion.
-Demonstrated experience in implementing the ISO 9001:2015 standard’s requirements in conduct of technical activities to meet quality requirements. A working knowledge and previous experience utilizing other recognized quality standards including ISO 9001, 10 CFR 50 Appendix B is also desired.
-Demonstrated ability to write well and convey clarity to highly trained and educated R&D technical management and staff.
-Demonstrated ability multiple quality standards to a wide range of technical organizations, programs, projects and activities.
-Exceptional teamwork and statistical skills, with attention to detail and precision, are required attributes.
-Lead Auditor or assessor experience.
-Strong computer, organizational, verbal and written communication skills, with the ability to multi-task.
-Strong analytical skills; project management; customer service experience; and the ability to interpret, communicate, and implement complex instructions are necessary.

Security, Credentialing, and Eligibility Requirements:
-This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
-For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required.
-Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
